Pan Dingyi, Party Secretary of Dayao Town, Liuyang City, Changsha, Hunan: Revitalization is in full swing as fireworks soar.
Whenever night falls, there’s always a burst of dazzling fireworks cutting through the silence, unfolding one after another across the sky. These aren’t mere occasional embellishments for festive occasions—they’ve become an integral part of Dayao Town’s everyday scenery.
My name is Pan Dingyi, and I am the Party Secretary of Dayao Town in Liuyang City. Dayao is the hometown of Li Tian, the legendary founder of fireworks, and also a major national hub for the fireworks industry cluster. Here, a complete industrial chain has been established, encompassing sectors such as papermaking, color printing and packaging, fireworks machinery, raw and auxiliary materials, production, distribution, and logistics.
On the path to poverty alleviation, we have leveraged the advantages of our local firework industry to precisely establish employment-focused poverty alleviation bases. This not only eased the "difficulty in hiring" faced by enterprises but also opened up "employment opportunities" for impoverished households. Among the 15 employment poverty alleviation bases across the town, 14 are firework companies, collectively providing stable jobs for 158 registered impoverished workers.
To consolidate the achievements in poverty alleviation, we have developed "one plan per household and one measure per person" for all 150 monitored households comprising 382 individuals, as well as for the 637 households that have already been lifted out of poverty, totaling 2,010 people. Notably, all households under monitoring are paired with Party members and cadres for targeted support, ensuring that no one falls back into poverty.
We are also leveraging the opportunity presented by the national initiative to build a centralized zone for the transformation and upgrading of the fireworks and firecrackers industry. We’re putting significant effort into "strengthening, extending, and complementing" the industrial chain—systematically organizing, standardizing, and enhancing each link in the chain. To support this, we’ve introduced incentive policies such as the "Ten Measures by Dayao Town to Strengthen the Fireworks Industry Chain," which encourage enterprises to innovate, collaborate, and achieve mutual success.
When businesses thrive, employment remains stable. To this end, we are actively promoting the transformation and upgrading of traditional paper-making bases into the Xiang-Gan Cooperation Industrial Park, establishing a centralized industrial zone for color printing and packaging along the Xiang-Gan border. This initiative aims to address the challenges of businesses being "scattered, small, and weak" through scaled-up, intensive operations, while simultaneously driving the firework industry toward a more integrated and collaborative model—linking individual businesses into cohesive chains, clustering these chains into thriving industries, and ultimately fostering industry-wide momentum. Once the industrial zone is fully operational, it is expected to create over 2,000 new job opportunities right at people's doorsteps.
By establishing 16 standardized "firework huts" across the town, we have not only optimized the operational order of the fireworks and firecrackers retail market but also injected new momentum into the village-level collective economy. The operating rights for these firework huts have been uniformly entrusted to village-level collective economic cooperative organizations, generating a stable annual income of over 50,000 yuan for the respective villages (communities).
Last year, the town’s fireworks industry achieved an annual output value of 22 billion yuan, while the per capita disposable income of both urban and rural residents exceeded 60,000 yuan. Behind these impressive figures lies a vivid picture of the increasingly prosperous lives of the people in Dayao.
Dayao thrived because of its firecrackers—and it has become even more beautiful because of them. As we advance rural revitalization, we actively guide project funds, private capital, and resources from local notables to jointly invest in upgrading rural infrastructure and enhancing living environments. Over the past three years, we’ve successfully established 39 beautiful and livable villages, and have also created a model demonstration area centered around the theme of "the hometown of firecrackers," showcasing both beauty and sustainability.
Taking the beautiful and livable village in Yuanjiawan area of HSBC Village as an example, through shoreline reinforcement and riverside landscaping, the area has developed Bahe Garden, fruit and vegetable picking sites, and a base for crayfish fishing. As a result, it has become a perfect spot for villagers to relax and enjoy leisure activities. Moreover, hosting events such as the Xiang-Gan Border Culture and Tourism Festival and the Cultural Arts Festival has not only enriched villagers' material lives but also increasingly enhanced their spiritual well-being.
Where fireworks soar, revitalization is in full swing. The most beautiful fireworks in the night sky will always bloom for those who strive; the glory of rural rejuvenation will forever belong to the hands-on doers. With "fireworks" as our brush, we’ll paint a vibrant blueprint—Dayaoyuan Town is firmly committed to its goal of becoming "the world’s premier fireworks town," boldly forging ahead to write more inspiring chapters of "prosperous industries, thriving communities, and picturesque countryside."
