On July 26, 2023, the Hunan Provincial Emergency Management Department received a complaint from the masses and found that some warehouses in the Qingyi Xing Aquaculture Base (formerly the Tianlong Fireworks Factory) in Juchong Town, Liuyang City were suspected of illegally storing fireworks and firecrackers. The provincial emergency department attached great importance to it and quickly assigned relevant responsible persons to verify it. after receiving the clues reported by the provincial department, Changsha emergency management bureau immediately arranged law enforcement personnel from the fireworks department and fireworks brigade of the municipal bureau, and coordinated with Liuyang public security, emergency departments and relevant personnel from local villages and towns to rush to the reporting site for investigation. after on-site verification, a large number of fireworks and firecrackers were stored in the two warehouses of qingyi xing aquaculture base (formerly tianlong fireworks factory), on the spot by the public security organs of Liuyang City, the illegal storage of fireworks and firecrackers in the warehouse were seized in accordance with the law.
After the incident, the provincial and municipal leaders attached great importance to it and made important instructions, requiring a comprehensive investigation and rectification, and strict investigation and punishment as soon as possible. The Provincial Emergency Department held several special meetings to schedule the investigation and handling of the case. The Changsha Emergency Bureau effectively strengthened supervision and coordination and urged Liuyang City. Huang, Yuan and Liao successively transported and stored 33179 fireworks and firecrackers products by employing trucks that did not apply for road transport permits for fireworks and firecrackers.
At present, the four parties involved in the case have been administratively detained by the Liuyang City Public Security Bureau in accordance with the law, and filed for investigation on suspicion of dangerous operations; a fireworks wholesale company involved in the case is suspected of storing fireworks outside the storage (retail) place specified in the business license The behavior of firecrackers violated the "Measures for the Implementation of Fireworks and Firecrackers Business License", and the Changsha Emergency Management Bureau filed a case for investigation and planned to impose the top punishment, and temporarily withhold the fireworks business (wholesale) license; the other two fireworks production enterprises involved in the case are suspected of selling fireworks and firecrackers to units or individuals that have not obtained a retail license, and fail to implement the registration system for truthfully recording the flow of fireworks and firecrackers, in violation of the "measures for the implementation of fireworks and firecrackers Business license", the Liuyang Emergency Management Bureau will file a case for investigation, and intend to give the two production enterprises top punishment, and delay the resumption of work. At the same time, the relevant departments and leading cadres of villages and towns that fail to implement the territorial supervision responsibility of "cracking down on illegal activities" and fail to deal with the incident shall be given party discipline and political discipline according to law.
From the vigorous implementation of "reward reporting" to the severe investigation and punishment of "illegal storage of fireworks", it is the Changsha Emergency Bureau that has thoroughly implemented the provincial and municipal work requirements for "cracking down on illegal activities" and continued to carry out the powerful interpretation and vivid portrayal of the special action of "cracking down on illegal activities". Up to now, 504 illegal acts in the field of fireworks and firecrackers have been found and 216 cases have been put on file for investigation, after receiving 267 reports from the masses, 49 people were transferred to justice in connection with the execution of sentences, and joint law enforcement was carried out 1498 times. The amount of reward for reporting was 119580 yuan, which effectively rectified the chaos in illegal production, operation, transportation, sales, storage of fireworks and firecrackers and other industries.
In the next step, Changsha City will pay close attention to the implementation of the "eight hard measures" of the Provincial Safety Committee to severely crack down on the illegal production of fireworks and firecrackers, consolidate the main responsibility of counties and townships to "crack down on illegal production", regularly investigate and rectify the hidden dangers of major accidents, comprehensively carry out special rectification actions for the operation of fireworks and firecrackers wholesale (warehousing) enterprises, strictly investigate and deal with illegal cases, and strengthen the construction of intrinsic safety, and promote the sustainable and promote the development of Changsha fireworks and firecrackers industry.
